I thought education was good...

I was listening to a radio debate on immigration. A proponent of immigration says that we've spent billions of dollars on educating our citizens, and now they're too well-educated to take the millions of low-paying jobs that need to get done, so we need to import uneducated people to take those jobs.

Does that make any sense? Couldn't we just make our own crappy education system crappier?
